These are funded by the shipping companies, they pay into the Flag state so we have a conflict of interest from the start when they send one of their police officers to carry out an investigation, this is also a point in regards to ship board security the company pays their wages and also it has been known to stand them down from investigations.

USA 2010 legislation states if a crime has been committed against a USA citizen no matter what flag the vessel is flying or what country vessel is in an FBI agent will be flown out to the vessel.

Talking about training Captain or crew member in to crime scene preservation and forensic science, this should be banned from the start.

On a worldwide basis we have 97 large cruise liners, out of this we have 80 that are sailing under what is termed as Flag of Convenience, this is where the company’s owners have these ships registered and flagged in often small islands with the exception of Panamá and Monrovia, these country’s rely on the income coming in from the shipping companies.

These Vessels then come under the Jurisdiction and laws and policing of what flag she is flying. There is a conflict of interest immediately, when you have the company paying into the country’s economy and then those countries police forces undertake an investigation on board one of the company’s vessels.
